Hagerstown Housing Authority is a public housing agency that helps provide decent and safe rental housing for eligible low-income families, the elderly, and persons with disabilities. Hagerstown Housing Authority, in partnership with community organizations, agencies and local governments, provides housing opportunities for low and moderate income persons. It takes a leadership role in providing programs and resources for residents that promote and encourage self-sufficiency, self-esteem and self-determination. HHA was formed in 1949 and is comprised of (3) Senior Communities and (8) Family communities, serving 1180 families. In addition to providing conventional Public Housing, HHA also provides affordable housing through the federal Section 8 Housing Choice Voucher Program, which serves an additional 884 families. The Authority also built through national competition programs, two additional communities that we manage and plan to own when tax credit requirements expire. The Authority currently provides housing assistance for approximately 12% of the population of the City of Hagerstown.
